Grigory Marchenko

Grigory Marchenko is a financier, banker, and economist. He played a key role in introduction of Kazakhstan's national currency after Kazakhstan obtained its independency, and made significant contributions to the development of the country's modern financial and banking systems.
Mr. Marchenko was also directly involved in the creation of the Agency for Regulation and Supervision of Financial Markets, and was one of the co-founders of the funded pension system in the country. In 2003, he was awarded with ‘Euromoney's Central Bank Governor of the Year’ at the annual meeting of the IMF and the World Bank group.
Mr. Marchenko has held senior economic and financial leadership positions in Kazakhstan for more than three decades. He served twice as Chairman of the National Bank of Kazakhstan (1999–2004 and 2009–2013) and also held key government roles including First Deputy Prime Minister and economic advisor to the President. In the private sector, he was President of Deutsche Bank Securities Kazakhstan and later Chairman of Halyk Bank, the country’s largest commercial bank. Since 2020, he has served as Advisor to the Chairman of the Management Board of the Eurasian Development Bank. His current role is independent from the Kazakh government.
Mr. Marchenko graduated from the Moscow State Institute of International Relations with a degree in International Economic Relations. In 1990-1991, he received training in Germany and internship at the Carl-Duisberg-Gesellschaft. In 1994, he studied at Georgetown University, USA. He is fluent in Russian, English, German, and Spanish.
